What size dehumidifier do I need for a basement grow?

Size it to the whole basement and the plant count, not the tent. For a single 4×4 in a typical cellar, a 70-pint class residential unit or a small Quest handles it; for two tents or a room, a Quest 100-class or an Anden is the right tool. Bring the room dimensions and we'll size it.

Do I still need a dehumidifier in winter?

Usually less, but the problem flips to cold. A heater on a temperature controller keeps the root zone above 60°F, and the same controller can switch the dehumidifier back on when summer comes.
